YPS’ians Greetings!
It is an honor for us to respectfully nominate Prof. Leonor Magtolis Briones as President of the University of the Philippines System. She is former Vice President for Finance and Administration of the University of the Philippines System, former Treasurer of the Philippines, former Secretary to the Commission on Audit, former Chair of the Board of Trustees of Silliman University, lead convenor of Social Watch Philippines and member of the faculty of the National College of Public Administration and Governance (NCPAG) of this university.
We believe that Prof. Briones fulfills the selection criteria adopted by the Board of Regents whether in the practice of her profession, her public life as a government official, and in her private life as a Filipino citizen and advocate for equitable and inclusive development for all Filipinos.
Selection Criteria-1
The stature of Prof. Briones in the academic profession is well established. Through her research, teaching and writing of textbooks, monographs, papers and articles, she has built up a formidable reputation for expertise in her fields of specialization, e.g. general public administration, including fiscal administration, local government and public enterprises (government-owned or controlled corporations).
Prof. Briones’ book, Philippine Public Fiscal Administration, is used in all schools of public administration in the country. Her case studies and other papers on corruption continue to be used in the John F. Kennedy School of Government in Harvard University as well as in other schools.
The administrative capability of Prof. Briones has been proven time and again in her work as former Vice-President of the University, former Treasurer of the Philippines and former Secretary to the Commission on Audit. As Chair of the Board of Silliman University, she led in the formulation of ground-breaking university policies.
There is no debate about Prof. Briones’ national and international reputation as a scholar. She has read papers in national, regional and international fora on subjects related to her field of interest. Her works have been published here and abroad.
There is no shadow of doubt on the probity and integrity of Prof. Briones. Her stints in two sensitive positions in the Commission on Audit and the Bureau of the Treasury were unclouded even by the merest hints of inappropriate behavior. Her public statements on graft and corruption, as well as her researches on the subject reflect her integrity and unwavering stand against corruption.
Selection Criteria- 2
We strongly believe that Prof. Briones possesses the political will and the political skills to defend and promote academic freedom and institutional autonomy. Her record during the Martial Law regime and her participation not only in the defense of academic freedom but also democracy in the country is well established. As Vice-President for Finance and Administration, she assisted the university president in defending and increasing the university budget before the Department of Budget and Management, as well as before the two houses of Congress without compromising academic freedom and institutional autonomy.
The commitment to academic excellence of Prof. Briones is obvious in her professional work. Whether she is addressing the United Nations General Assembly, engaging the House and the Senate on the national budget, writing popular columns, or capacitating farmers, worker, indigenous peoples and Muslim communities, rigorous research is evident in every table, chart, illustration and statement.
Prof. Briones has been with the university since 1960—first as a graduate student, then as researcher and eventually as a faculty member. Her participation in the life of the university under different administrations as well as different political environments has enabled her to form a clear and inspiring vision of UP’s role in the 21st century. Such a vision is based in actual historical experience as well as an assessment of changing expectations and roles for UP as a national university.
Democratic governance has been the hallmark of Prof. Briones’ style of work, whether in government or in civil society organizations like Social Watch. As Treasurer, she activated the Employees Union which had earlier been immobilized, and conducted regular dialogues with employees. As Lead Convenor of Social Watch Philippines, she advocated for participatory budgeting. A bill is now pending in Congress to allow citizens’ organizations to participate in the budget process.

Prof. Briones has proven her ability to raise funds without compromising the traditional values and ideals of academia. She has shown this in all the organizations she has served, notably Bureau of the Treasury and Social Watch Philippines. Furthermore, her varied experiences in different government agencies as well as civil society organizations have sharpened her capacity to manage available resources which can sustain the UP Modernization Program.
In all the organizations she managed, Prof. Briones is well known for her fairness in dealing with all constituents. She never resorted to persecution of those whose views were different from hers and discouraged factionalism.
Selection Criteria –4
Prof. Briones is a leading member of the United Church of Christ in the Philippines. This is evident in the life she lives- her devotion to human rights and justice and commitment to the poorest of the poor. Nonetheless, she has never used her Church to influence the University policy and practices. As Treasurer of the Philippines, she allowed different religious groups to carry on their activities outside of office hours. She does not promote a particular religion or school of thought in the performance of her public duties.
If chosen as university president, Prof. Briones will surely keep U.P. above politics. This, she has done for Silliman University. As a student, researcher and faculty member of the university, she has fought consistently for the rights of the members of the university to participate in political debates and campaign for their beliefs. She will do no less as UP president.

kay sarap balikan na minsan bagaman ako ay nasa hanay ng isang ordinaryong lider kabataan ako ay pinagkatiwalan maging isa sa kanyang mga Surrogate Speaker sa bayan ng Lopez, Quezon noong 2007 election.....malaki din ang naging bahagi niya sa aming samahan sa YOUTH PROGRESSIVE SOCIETY - YPS na humiling kami noon ng T-shirts para maging opisyal na uniform para sa 200 naming kasapi gad niya itong ibinigay kahit walang bpormal na sulat ng kahilingan....binigyan din niya ako ng pagkakataong makilahok sa mga Pambansang Araw at Pagsasanay ng mga Kabataan sa ibat-ibang lugar dito sa Pilipinas upang maging kinatawan ng ating lalawigan.........sya rin ang naging dahilan sa pamamagitan ni kua aries flores upang makapag practicum ako sa DTI Quezon Provincial Office at makapagtapos ng aking pag-aaral......noong nakilahok ako sa brangay 2007 election hindi rin niya ako pinabayaan ....at noong nakaraang 2010 national ang local election sa laban ko upang maging KAGAWAD ng bayan ng Lopez, Quezon sa huling pagkakataon ako ay kanyang tinulungan upang kahit paano ay makusad sa aking kampanya........marami pa .....marami hindi lang sa nagawa sa aking upang maging isa akong produktibong mamamayan at isang mahusay na lider.....

PROGRAMANG IPAGLALABAN
Youth Development Program
Pagbibigay ng programang pang-kaunlaran sa mga kabataan, pagkakaroon ng Lopez Youth Training Center katulong ang SK at ibang Civic-Organizations. Kasabay ang pagbibigay ng mga pagsasanay para sa paghubog ng kanilang kaalaman at talento, Sports Development Program, Livelihood, Pag-oorganisa ng mga samahan sa 95 barangay na may nakalaang programa sa pamahalaan tulad ng 4H Club, PYA, Community Red Cross Youth Council at iba pa. ilulunsad rin po natin ang Information Technology Awareness Program at gagawa ng paraang magkaroon ng Computer ang 95 barangay ng bayan ng Lopez.
Education and Environment Protection
Pagsasagawa ng Scholarship Foundation na tutulong sa mga kabataang may angking talino at talento na maipagpatuloy ang pag-aaral sa Mataas na Paaralan hanggang kolehiyo (PNU,PUP,Technical School (ALS/TESDA),Pagsuporta sa mga Gawain at Proyekto ng mga Paaralan maging sa pang publiko o pribado. Kasabay ang Pagbibigay ng ng malawakang kampanya at mga programa para sa proteksyon ng kalikasan, Pagsuporta at pagpapatupad ng mga batas at ordinansa na may kinalaman sa pag protekta sa kalikasan at kapaligiran upang mapigilan ang CLIMATE CHANGE.
Sustainable Development
Isusulong ang likas-kayang pag-unlad na may kinalaman sa pang matagalang kaunlaran, Palakasin ang kabuhayang Pansakahan at Pangisdaan . Bigyan ng sapat na programa ang pinaka malaking sektor ng ating bayan. Maglalaan ng karagdagang Pondo sa lahat ng samahang nangangailangan ng karagdagang pondo para sa kanilang pang kaunlarang proyekto.
Health Care
Titiyakin ang pagkakaroon ng sapat at libreng gamot, ang pagsasanay para sa primary health care, at ang pagtulong sa mga nangangailangan ng tertiary health care. Ibig sabihin, ipaglalaban niya na mailaan ang ilang bahagi ng pondo para sa gastusin sa mag trainings ng mga barangay Health Workers at BNS at sa pagbili ng mga gamot na palagiang kinakailangan ng ating mga kababayan.lalo’t higgit ng nakararaming mga Senior Citizens. Ganoon din ang pagsusulong sa mga Benipisyo ng mga Brgy. Tanod,Day Care Workers, Justice at iba pa. Pakikipag ugnayan sa Philippine National Red Cross para sa mga serbisyong kanilang ibinigay upang magkaroon ang ating mga kababayan.
Marketing and Micro-Business Financing
Makikipag ugnayan sa mga ahensya ng pamahalaan tulad ng DTI at iba pang pribadong sektor upang magkaroon ng stable o matatag na pagdadalhan/bibili ng produktong gawa ng ating mga kababayan ganoon din sisikapin niya na magkaroon ng pondo bilang financial assistance sa mga maliliit na mamumuhunan kasama sa pakikipagtulungan ng mga kooperatiba at ibang institusyon . Sa gayon malaki ang maitutulong nito sa kanilang ordinaryong pamumuhay.
People’s Participation and Empowerment
ang kapangyarihan ng Pamahalaan ay nasa mga tao. Dahil dito, titiyakin niya na may direktang konsultasyon sa mga tao ang lahat ng proyekto at sama-samang binabalangkas ang mga ito. Kasabay ang paglikha ng Policy and Legislative Advocacy Group upang magkakaroon ng madaliang konsultasyon sa mga proyektong may kinalaman sa kanilang mga hanay o sa kanilang sektor . Pantay na pagkilala sa papel at kontribusyon ng bawat isa ng lahat ng samahan sa ating bayan.
PRINSIPYO AT PANINIWALA

HANGGAD AY PAGBABAGO –hindi maaalis sa atin na kailangan ng pagbabago sa pamahalaan upang matiyak ang kaunlaran at makapag bigay ng totoong serbisyo publiko.
MATATAG NA PAGKAKAISA – kailangan ng sama-samang pagkilos mula sa pagpapaplano hanggang sa pagpapatupad ng proyekto at may direktang konsultasyon sa pamayanan upang matiyak ang layunin nito ay para sa kapakinabangan ng lahat.
PAKIKISANGKOT – kailangan ang aktibong pagkilos at pakikisangkot sa mga bagay na may kinalaman sa Taong Bayan upang matiyak ang kaunlaran ay matatamasa ng lahat at higit ang mga may tunay na nangangailangan.
Ang ating pong mahalagang BOTO ay makagagawa ng isang tunay na kasaysayan sa ating minamahal na bayan sa pamamagitan ng pagpili ng TUNAY AT KARAPAT-DAPAT na magiging kinatawan natin sa Sangguniang Bayan. Ang kanya pong prinsipyo ay ang mga sumusunod:
1. Naniniwala siya na ang bawat isa ay MAHALAGA. Kailangang konsultahin ang mga mamamayan para sa mga proyekto. Sapagkat ang pagbabago ay makakamit lamang sa pamamagitan ng sama-samang pagkilos.
2. Itinatakwil niya ang lumang polítika ng paggamit ng pera sa panahon ng halalan. Sa halip, itinataguyod niya ang isang bagong polítika ng PLATAPORMA at mga KONKRETONG PROYEKTO/ PROGRAMA para sa kapakanan ng Taong Bayan.
3. Ipaglalaban niya ang PONDO kada taon upang maging sapat at matutugunan ang mga batayang serbisyo na kailangan ng mamamayan, tulad ng TRABAHO, KALUSUGAN, EDUKASYON at higit sa lahat ang makabuluhang ORDINANSA na may kinalaman sa mga mahihirap.
Kailangan po natin ang isang katulad niya mayroong sapat na KAALAMAN, KARANASAN, PANAHON at DEDIKASYON . Ang kanya pong laban ay laban nating lahat. Hawak kamay po nating paunlarin ang BAYAN NG LOPEZ. Samahan po natin siya para sa laban ng susunod pang HENERASYON at ng ORDINARYONG MAMAMAYAN ng ating bayan.
HANGGAD AY PAGBABAGO –hindi maaalis sa atin na kailangan ng pagbabago sa pamahalaan upang matiyak ang kaunlaran at makapag bigay ng totoong serbisyo publiko.
MATATAG NA PAGKAKAISA – kailangan ng sama-samang pagkilos mula sa pagpapaplano hanggang sa pagpapatupad ng proyekto at may direktang konsultasyon sa pamayanan upang matiyak ang layunin nito ay para sa kapakinabangan ng lahat.

1. Naniniwala siya na ang bawat isa ay MAHALAGA. Kailangang konsultahin ang mga mamamayan para sa mga proyekto. Sapagkat ang pagbabago ay makakamit lamang sa pamamagitan ng sama-samang pagkilos.
2. Itinatakwil niya ang lumang polítika ng paggamit ng pera sa panahon ng halalan. Sa halip, itinataguyod niya ang isang bagong polítika ng PLATAPORMA at mga KONKRETONG PROYEKTO/ PROGRAMA para sa kapakanan ng Taong Bayan.
3. Ipaglalaban niya ang PONDO kada taon upang maging sapat at matutugunan ang mga batayang serbisyo na kailangan ng mamamayan, tulad ng TRABAHO, KALUSUGAN, EDUKASYON at higit sa lahat ang makabuluhang ORDINANSA na may kinalaman sa mga mahihirap.
Kailangan po natin ang isang katulad niya mayroong sapat na KAALAMAN, KARANASAN, PANAHON at DEDIKASYON . Ang kanya pong laban ay laban nating lahat. Hawak kamay po nating paunlarin ang BAYAN NG LOPEZ. Samahan po natin siya para sa laban ng susunod pang HENERASYON at ng ORDINARYONG MAMAMAYAN ng ating bayan.
TALAMBUHAY
MAIKLING TALAMBUHAY NI KUYA HARREL
IPINANGANAK sa Lopez, Quezon noong June 27, 1983. Ika- 5 sa pitong anak nina G. Ariel Arbolente Paycana Sr. isang magsasaka at kasalukuyang empleyado ng Alpsville Development Corporation at ni Gng. Minda Madera Mora isa ring magsasaka at kasalukuyang Barangay Kagawad at Pangulo ng SKL-KALIPI ng Barangay Vegaflor Lopez, Quezon. Ang kanyang mga Lolo at Lola ay sina Forperio Serrano Mora at Virginia Espejo Madera, Leonardo Opiana Paycana at Teodora Villaseñor Arbolente. Sila ay nanirahan sa Distrito ng Mahogany ( Rizal Rural, Villageda, Vegaflor) at Poblacion (Magsaysay, Danlagan). Mayroon siyang anim na kapatid sina: Marissa P. Berba, Mariel P. Ariengo, Ariel Jr., Ryan, Jessalyn P. Borbon at Arkey.
SIPAG ang kanyang puhunan, sa kabila ng kahirapan ginawa niyang lahat upang makapagtapos sa mas mataas na antas ng edukasyon. Nakapagtapos at nakakuha ng ibat-ibang karangalan at tungkulin tulad ng mga sumusunod: Don Emilio Salumbides Elementary School, 1996 ( Grade 5- 1st Honor sa Vegaflor Elem.), 1st -3rd HS-Camp Vicente Lim National High School Calamba City ( SBO President, Founder- Youth Progressive Society, Best in Oration, Finalist Mr. UN 2000, Student Leader of the Year), Quezon High School, 2001-2002 ( SBO President, Best in Filipino, History, Singing, Poem, Oration, CAT-Service Award, Pres. Bachelor in Business Administration (BBA), PUP, Lopez, Quezon,2004-2008 (Congressional Scholarship Beneficiary, Cong. Erin Tañada III, PUP 2008 Most Outstanding Student Leader, PUPLSSC Leadership Award, Outstanding PUP COMELEC Chairman, Editor-In-Chief-The FOCUS, President-PUP College Red Cross Youth Council & Youth Progressive Society President-JMA Talent Center) at sa kasalukuyang nag-aaral ng Master in Public Administration (MPA) PUP Lopez, Quezon (27 units). Ito ay upang mas magkaroon ng pundasyon, maayos at organisadong pamantayan sa mabuting pamamahala sa bayan at pamayanan.
PINAGKATIWALAANG mamahala bilang isang produktibong empleyado ng mga Kompanya at ahensya, habang nag-aaral nagta-trabaho naging Crew-In-Charge sa Pasadeña Foods Corporation(Star Performer Award), Production Controller sa Jollibee Foods Corporation(Finalist-Jollibee Work Olympics), Administrative Assistant sa Lopez ARC Farmers Credit Cooperative (LAFCC) naging chairman siya ng Credit Committee at member ng Education Committee , Student Trainee sa Department of Trade and Industry (DTI), naging Account Supervisor din sya sa LIIP Food Processing Corporation, Biñan, Laguna at marami siyang natulungan mga kababayan para maka pag trabaho sa nasabing kompanya. Naglingkod sa loob ng isang taon sa pamahalaan sa ilalim ng tanggapan ni DPWH District Engineer Ronnel M. Tan bilang Administrative Staff/ Office Secretary, Department of Public Works and Highways (DPWH), 4th-District Engineering Sub- Office Gumaca, Quezon. Isang Kabataan na minsang pinagkatiwalaan upang maging kinatawan at lider ng ibat-ibang matataas na pinuno ng ating pamayanan maging sa lokal, panlalawigan at pang–nasyonal.
